Virtually all organizations in any country collect personal data on citizens and are therefore, to varying degrees, holders (possessors) of personal data arrays.
Holders of personal data are state bodies, local self-government bodies, and legal entities that work with personal data arrays.
Personal data is information about a specific person that is identified with that person or can be identified with that person. For example: full name; PIN; biometric data; marital status; medical data; other information that allows identification of a person.
Personal data array is any set of personal data of an indefinite number of subjects (individuals), regardless of the type of information carrier and the means used to process them: archives; card indexes; information systems; electronic databases (HR, accounting, tax records), etc.
Thus, any organization that holds information on personal data of individuals is a holder of personal data arrays.
Under Article 30 of the Law of the Kyrgyz Republic "On Personal Information", personal data arrays and their holders are subject to mandatory registration with the authorized state body.
